I for one think so. The one-target limit to Grace was one of the most frustrating things about Heal builds... Now that that is changed, I should think being able to penance 3 stacks into a 24% bonus healing instantly is a big win for me.

You bring up a good point, the weakness of Heal was always needing to have 3 stacks of grace to make it comparable to other classes slow, efficient heal (Holy Light, Nourish etc.).
The problem however still lies with Grace (still an awful mechanic, imo), Penance got buffed, meaning the person will have to be around -24k~ hp (assuming penance ticks at 6k, doesn't crit) at least to benefit from the penance/heal combo, whereas smite just requires anyone within 15 yards to be with lost health.
Another issue (assuming you have 4 pc tier set) is that to get the spirit proc you have to penance someone with WS debuff, meaning you have to shield->penance->Heal to do the above rotation, which for me is better suited on the tank, than a player missing health.
Smite also has the added benefit of Archangel (Mana return + healing burst on demand), which is why I will continue using it.
