Because Kil'Jaeden wasn't in Outland in the first place.
And in the second place, the portal wasn't powerful enough to contain him. You realize that Kael'thas was opening a portal from the Sunwell, correct? That's because it is pretty much the largest source of pure magic in Azeroth.

Actually, KJ could just 'appear' on Outland...but only after Draenor was shattered. As for why he can't just walk through the portal; the army of Mortals might have something to do with that.

I would guess that there's some technobabble (or, magobabble, as it were :P) explanation. Something to the effect of "the tunnel between the planes that makes up the Dark Portal wouldn't be able to support the kind of magical oscillation that a demon above a certain power level emits. If one of them tried to enter, it would leave them trapped between dimensions."

As Outland was thrown into the Twisting Nether (the dimension of the demons) because of the portals opened by Ner'zhul, Kil'jaeden is able to easily move into Outland but he needs a powerful source of magical energy to enter out dimension. The Dark Portal is not a gateway powerful enough to allow a demon of the level of KJ to cross the barrier between dimension. At least that's what I think it is.

Kazzak also ripped out the portal, stepped through, and was replaced on Azeroth with a Legion member of almost his 'equal'; another Doomlord, and one who didn't last long. But for pretty much every time a high ranking Legion member has arrived on Azeroth, from Archimonde, Mannoroth, Kil'Jaeden and the Avatar of Sargeras required a summoning portal of of immense power to herald their arrival.
Though, thinking on Rise of the Horde.....maybe there was a weakening to Draenor already, as the portal that originally summoned Mannoroth was just done by a dozen Orc warlocks.....
