If you're using HR on CD, the four piece bonus is essentially a free 540 spirit without having to think about it. That's very nice.
I haven't looked at which offpiece to use or anything (since I've spent the first three weeks of the expansion six hours ahead of server time I haven't started raiding yet), but my plan is to have the four piece for raid damage-heavy and probably, if I'm feeling decadent, a second set of gear for tank damage-heavy fights.

If youre nearing VP cap, look at your gear and decide what the biggest upgrade is and buy a piece. An upgrade is an upgrade regardless of crappy set bonuses, unless you have 359 in all those slots?

Or in another words, it essentialy reduces the cost of HR by the amount of mana you get from 1620 spirit in 10 seconds (roughly the 1620 and more with better gear). And if you manage to convince your fellow resto shamans to put down tide just before heavy aoe damage, you will get 7290 spirit for 10 seconds. And that counts!

I use HR when the damage spikes, not when it comes off CD. Using it on CD means it might not be there when it could be doing more than overhealing.
Like I said, I haven't been raiding yet, but I had aura-type fights in mind when I said that.

One thing you should look at for this is "What role will you fill"?
The set bonus is fantastic at 4 for raid healers, because you probably will be using HR on the CD, and the extra spirit will help if, lets say Heartsong, another Spirit booster hasn't proc.
With Tank-Healing, the 2 piece bonus is pretty decent, cause you can then proc into Daybreak, and well.. You know the rest.
I am not familiar with most of the offset and set stat divisions, except the fact of Haste or not really Haste. There's the soft cap that you should get around (22% I've heard), and then you can go off.
and im rather upset at the lack of bracers as well.
