I think the point is *for* it to act as a type of barrier until people learn the skills - which will encourage better gameplay.
Either way you'll still have people disregarding these achievements as gearscore is sometimes disregarded currently.
This would be more of a skillscore than a gearscore though. Gearscore was so controversial because it wasn't skill based. If this were implemented, there would be a gear
and
a skill barrier involved.

But that's okay? Because fundamentally, that's how it should be.
Players should not be able to just jump straight into heroics. There should be a requirement for gear, which there is. And a requirement for skill, which there isn't. Hence the large number of players using PvP and AH to get their ilvl to 329.
That...was kind of what I was saying....
If this were implemented, there would be a gear
and
a skill barrier involved.

I toyed with the spec-specific idea; but thought it may be just too many to do, but then might get players trying all specs. Hell for a rogue, you might have one to say 'Sub: Gain 1,000,000 energy from recuperate during level-cap dungeons', which then shows a perk(?) of Subtlety tree and lets a player know this is something that can be done.
I think that if this sort of thing was implemented, there would have to be at least
some
spec-specific achievements, as there are often perks or utility specific to a certain tree's talents or Specializations. Also, one spec's utility is another spec's "job". If, for paladin, you just had a generic "Cleanse X many diseases from allies" or "Use a 3-point Word of Glory on a friendly target other than yourself X number of times while in a dungeon", obviously it would be a "test" designed for Ret and/or Prot, but a Holy Paladin would get these achievements passively, and it would undermine the intent of the concept.
On the subject of that, however, you can't exclude the more "routine" actions either, because you'd be surprised how non-routine some of these abilities are for newer or thoughtless players. While healing some lower-level dungeons a while back, I was shocked at the number of tanks that never used defensive cooldowns in sticky situations. Likewise, you'd be surprised at the number of rogues that never use Slice and Dice.
To this extent, it may be worthwhile taking into account how routine and how "utility-based" these achievements would be when determining how to sort them or what achievement point value they should receive. I know that technically achievement points don't do anything, but in a situation such as this where the number of points would be a measure of how much you've explored your class' abilities, such a number (as much as we hate catchall numbers) could actually be relevant and useful.

I think the idea is excellent - and frankly, I think that basing on the common 'tutorial' that you find in many games nowadays would be somewhat acceptable for certain abilities.
I think the first thing to do would be to identify the under-utilized utility spells available to each class. Once the full list is marked down, it would be fairly easy to come up with achievements or 'trials' for the spell that would help players learn how and when to use the spell.
One type of spell that tends to lose out on some of its utility is the knockback spell (Thunderstorm and Typhoon). While these spells have PvP uses or secondary mechanics, they frequently can be useful in dungeons as well. For instance, if a tank cannot LoS a caster mob and it is sitting back blasting people, using the knockback spell to 'throw' it to the tank can be helpful.
The achievement could be something like, "Use Thunderstorm/Typhoon to knock X targets toward the tank (landing within y yards )."
"Use a 3-point Word of Glory on a friendly target other than yourself X number of times while in a dungeon"
YES! I do this frequently while tanking, and I
love
the hybrid feeling that it gives to the Paladin class. Once I've got aggro established on the target, I'll sometimes forgo using Shield of the Righteous unless Sacred Duty is procced, and instead toss Word of Glory on someone else to help the healer out. Intelligent use of Holy Radiance by non-Holy Paladins, during high AoE damage situations or times when the group must stack up, is also a great thing.

Shaman:
The Power of Voodoo:
Use Hex at least 2 times for 10 completed dungeons in a row.
Totem Forrest:
Drop a set of totems at least 10 times for 10 completed dungeons in a row.
Ankh and Spank:
In a boss fight with 20% or more of the party/raid dead, use your Reincarnation to help kill the boss.
I quite like the theory of the first 2, and is certainly something that could be also made general, by replacing Hex with a CC-ability of your choice. The last one was merely... well, for fun, but still one I'd love to have :P

It may have been for fun, but I'm a sucker for heroic saves, and would love to see the Ankh one. It's just too bad it's a little counter-intuitive. Seems awkward to implement, in a system encouraging exploring utility, something that basically encourages at least partial failure. Then again, being a personal, class-specific achievement, it may loophole that issue.

Makes me wonder... Would it even be possible to implement this as some kind of addon perhaps, in the event that it receives no official support? It'd at least blow all over GS as a way of choosing who to invite... ;o)
In that instance, the achievements would have to be based on 'hooks' that can be seen by an add-on - for instance, some specific record in the combat log. It
would
be very interesting to see if it were possible. Unfortunately, I don't know LUA, so it's out of my realm of ability.
