It is possible to load up pets and use their cooldowns separately.
For example you can load up 5 ferocity pets into your mode active stable
use call of the wild,
after the effect expires,
dismiss pet, call the next pet
and repeat. until all 5 CDs have been used.
works for roar of recovery, last stand etc.
Not sure if this is a dps plus or deficit yet,
10% more AP for 20sx5 vs cast time and GCD of call pet 3.5sx5
100s of 10% AP for 17.5s of not doing dps

From what I understand, we aren't supposed to be able to dismiss pet in combat.
If this is really true I may have to punch something. Unbelievably handy to be able to dismiss a pet and feign death, for example.

I hear where you're coming from. However, would you rather be unable to call pets in combat, or unable to dismiss them? Because I don't think that Blizzard will allow hunters to spend a whole minute with Call of the Wild, or go through five Roars of Recovery every three minutes. It probably be of dubious benefit to BM hunters due to Frenzy, and MM could sure use that extra boost, but SV is powerful enough when played as intended.
How about just make the cooldown trigger for all the pets? It's definitely possible to do.
To elaborate. You use Call of the Wild on Ferocity pet one. The cooldown is now triggered for any Ferocity pets you currently have in your "Call Pet" tab (if you can visit a stable master in combat...well...yeah).

From what I understand, we aren't supposed to be able to dismiss pet in combat. However, that obviously isn't the case in the game right now. I don't see how that will dissuade BM hunters from using Anicent Hysteria, then switching to a proper tanking pet when soloing or a preferred PvP pet right as a duel begins.
Since this thread got rezzed, I'm going to also point out it was possible to dismiss a pet in combat, even as far back as BC.

Or, you could just make it so the buffs you want to restrict uptime for apply a debuff that prevents certain buffs from being applied/reapplied, ala
Forbearance
and
Exhaustion
/
Sated
/
Temporal Displacement
.
If you attack a Hunter near their stable master either you've got brass balls or you are having a duel with them, in which case wouldn't you want to fight them at their best anyway?

It seems that dismissing pet in between rotation is bad for your dps, but still use this during trash pulls or between phase transitions and still have the cooldown up for the boss

I am sure everyone is aware of the concept of pre-potting?
Call of the Wild is 20 seconds , pop it, dismiss, then use your combat pet as you begin the fight , I call this Pre-Roaring
