Rogues: Hit Rating Question

I've been reading the Assassination guide over at ElitistJerks (

), and it says that with 2/3 Precision the following applies:
Yellow Hit Cap - 481 (4%)
Spell Hit Cap - 1332 (13%)
White Hit Cap - 2763 (23%)
I don't understand this though, because I have +12.38% hit rating ingame, which according to the above should be 1332 hit rating, but when scrolling over my hit rating ingame, it's actually 1006, not 1332.
Therefore, I'm not sure which to follow, as it seems the above is wrong. 481 hit rating is NOT 4%, 1332 hit rating is NOT 13% and 2763 hit rating is NOT 23%.
Should I aim for the % hit rating ingame, or the actual 'amount'? E.g. if I wanted to reach the Spell Hit Cap, should I go for 13% or 1332?

The 12.38% is probably including 2/3 precision.
go for the amount given in the guide.

Because melee hit is universal for all classes.
940/7.83 = 120.05, and EJ states that it's 120.109 hit rating per percent for melee hit at level 85.
Which is proof that 481 and 2763 are the correct numbers.

I was told in game this weekend that, for Assassination Rogue players with 2 out of 3 ranks in Precision talent, you want 1332 Hit rating.
I ignore percentages, to be honest, and focus on "rating" numbers.

All that I know is that as an Assassination Rogue, you'll want the spell cap (which allows your poisons (majority of your damage) to always hit). The spell cap is 17%, but spell isn't the same as melee. I'll give an example. Hit rating required to hit 17% melee hit? 2042. Hit rating required to hit 17% spell hit? 1741.
Melee hit has already been explained, but spell hit has not. Spell hit rating is 102.4 per 1%. Seeing as you want the spell cap, but you only take 2/3 Precision, that's 4% to both Melee and Spell hit. So knock off 410 hit rating, that leaves you with 1331. While Blizzard doesn't round down the ratings, you can when you're trying to attain a certain cap. .5 or higher, round up, .4 or lower, round down, etc. It looks like the guild fully covered all of that info.
TL;DR
Make sure you're looking at spell cap because once you have special melee cap, that's what you'll want next as a rogue.

I knew the problem the very second I read the post and you were the only one who did as well. In other words, what you are looking for is 1332
spell
hit rating, not melee hit rating, and thus you gotta see the
Spell Pane
on your character info.

It pays to pay attention. It's the difference between a good DPS and a bad DPS. Same rules apply to a dead DPS and a live DPS doing what s/he's suppose to.
P.S. Thanks on correcting me on the rating, I forgot to add the addition hit rating.
