Is there any in game evidence of that? Maybe I should clarify. We know that in many cases, the game tracks decimals and truncated values, and they may apply to in game results, even if they aren't displayed on character panes. Will having 0.99 or even 0.5 mastery affect the applicable mastery results, or will it purely take it's modifications from the whole integer values?

Are gems a budget-decision? You should always aim for agi gems.
Also, that 0,99 mastery does you nothing, since you get the bonus per point. Squeeze that last 0,01 from somewhere.

as for the OP:
dont reforge INTO expertise. it's relative value is on par with hit, and both hit and expertise are dead last overall.
the general order of stats is: weapon dps > agility > mastery > crit > haste > hit = exp.
crit and haste are pretty close in terms of value and can sometimes flip, but i still reforge my haste into crit if the piece has haste and mastery.
other than that...just keep doing heroics for gear UGs and have fun with the new raids if you choose that path.

While this may not be false you should take this with a gain of salt.
Yes, the value of exp and hit is pretty low in theory since missing stuff doesn't really cost energy so just pressing the button again is no dps loss (and we are not gcd capped so there should be plenty of time to press buttons again).
Still having misses will screw up your rotation and it is much easier to maintain with a higher hit / exp. That's why your personal value of hit / exp may be higher than the simulator tells you. It all depends on how much you screw up your rotation if you don't hit everything (and nobody is perfect, we all make mistakes that the simulation won't make).
This was true for WotLK and I doubt it changed in Cataclysm.

hit/exp capping are definitely personal choices, and going one route or the other isn't a huge dps loss/gain.
however one of the the only times being hit/exp capped would be great/advantageous is in fights like sidragosa, and other low uptime phases where getting that that bleed up, and up fast, is a dps increase. for most situations it really doesnt matter other than personal feelings on a "smoother" rotation and being less susceptible to rng.
i tried both being capped, and not, in Wrath and the dps difference was hardly noticeable. but ever since mastery was introduced i love getting my mastery really high and dont lose any sleep over reforging all my hit/exp into it.
just letting the OP know that he has other choices, if he wasnt aware. also still waitin to see any word on mastery and if you need a whole number to truly benefit

There was also the White-crit-cap issue in WotLK (which inflated the worth of Hit/Exp at very high gear levels), which is now not a concern, and lessens the value of Hit/Exp further.
