Not like she's going to let a non-controlled undead group appear in the Forsaken themselves(kinda of like how the Forsaken grew out of the Scourge).

Yes, because heads roll when someone rebels against the currently estabilished system.RAS anyone?
But, since there are prime examples of neutral Forsaken in the Argent Dawn, its most likely that those new Forsaken that take the third option, that being neutrality, won't be killed outright. And from what they say, it sounds like they can't go home again since they choose the path of neutrality.......

The thing about the Forsaken though; they are Sylvanas and she's them....well, in her mind at least. The Forsaken exist solely as the means for her to bring about her 'revenge', whatever that's aimed at currently; she's also not too picky if her people die while fulfilling her needs. Look at the Val'kyr who revive her after she 'dies'; from what I've heard, she just takes as accepted they would do that and moves on.
If a free willed Forsaken appears, one that won't fall in line with the rest of them and serve the 'Queen' after being revived, I could see her shrugging, then putting an arrow through it's head to keep it from doing what she did with the Scourge; rebelling against her.

Newly awakened Forsaken are granted the option to go their own way, apart from the Forsaken.

Seems to me that, although Sylvanas is a bit crazy and some of her ideas are a bit warped, she is by no means the "Lich Queen." If anything, she is simply a survivor, like all Forsaken. Just because the Lich King was killed and the greatest undead threat to the world was destroyed most other races not stopped viewing the undead as monsters - the people of Hillsbrad willingingly afflicting themselves with the worgen curse to prevent being raised as undead are proof enough of that.
All the Forsaken want to do is exist, except for the psycho-nutballs like Putress, but it's hard to do that when everyone else wants you dead. Ask yourself; if you were seen as a monster by everyone else would you just keep running, or would you stand up and fight for yourselvs.
