This is incorrect. Death Grip is a true taunt. This is EASILY seen by having omen open, having someone attack a mob for a bit, and then deathgripping it. DK will match the threat.
I see it all the time when I'm tanking, because there's so many horrible DKs that would rather deathgrip a mob off the tank than run up and start attacking it like a normal person.

For most of this expansion Death Grip was a half-taunt, and a great many people who either don't tank as a DK or play one at all won't know that it was hotfixed.

DG used to be like Mocking Blow / Distracting Shot, but it does have a proper taunt effect now.

When there was nothing above naxx, I was using with deathgrip and seeing how agro gets transferred on omen. So I'm not sure why people keep claiming that deathgrip is not a taunt, and why now they say 'they just changed it'.
I haven't been losing agro on naxx bosses after 3 seconds, so it's not like agro was plummeting after the 3 seconds. (this was on the dog-boss where you had to taunt off each other every time there's a stack or something, I forget now)

I believe taunts are based off spell hit chance, so 17% is required to never miss. I may be wrong though.
This, but, it's worth noting that it takes less hit rating to get a full percent of spell hit chance than it does to get a percent of melee hit chance. So if you're just barely at the melee hit cap, it's not like you have a 8 or 9% chance to miss on taunts, it's actually much lower.
32.79 hit rating reduces your chance to miss with melee attacks by 1%, whereas only 26.23 is needed to reduce your chance to miss with spells by 1%. Between that and a moonkin/shadow priest debuff, taunts only have a very tiny chance to miss for a melee hit capped character. Much smaller than you'd expect just seeing '17% base chance to miss.'

Hand of Reckoning + Righteous Defense (in that order for the extra damage) for paladins. Tricksy hobbitses. Also helps to have the Glyph for RD... +8% chance is very nice.
+8% chance is exactly what you need to be hitcapped with taunts, IF you have enough hit rating to be capped with melee specials. This is misunderstood all too often.

Not exactly. Working backwards, 17% minus the 8% from glyph would be 9% spell hit needed, which is 237 hit rating, which is 7.23% melee hit. If you want to take off the 3% spell hit debuff, you only need 6% spell hit, which is 158 hit rating, which is 4.82% melee hit. With just the 1% Draenei hit buff, you'd need 8% hit, which is 210 hit rating, which is 6.40% melee hit. With both spell debuff and hit buff, you only need 5% spell hit, which is 132 hit rating, which is 4.03% melee hit.
So IF you have the glyph, you'll need 237, 210, 158, or 132 hit rating to make the 17%. None of those are "exactly what you need to be hitcapped with taunts, IF you have enough hit rating to be capped with melee specials."
