On top of what Hunter mentioned, you also have the possibility of getting one of the easier weekly raids inside ICC. And if you can get past Saurfang, you can easily down the val'kyr in the Frost Wing for an essentially free additional frost emblem.
If your friend is not geared for ICC, your best bet is to run lots of heroics (2 Triumph emblems for completing, 1 Triumph per boss), collect the T9 gear, and then run the heroic ICC dungeons until you've gotten all the possible upgrades from it.

Do VoA 25 = 2 frosties
Do Weekly raid = 5 frosties
Try icc10 = 8 frosties for 1st 4 bosses easy

If you are also geared for icc25 you can get more.

I hope you're not serious. First, most people who suck at the game and have no gear don't have the gold to buy iLVL 200 crafted epics. Second, if you're buying 226 and 245 crafted gear you're not buying it to run normals. Heroics only drop iLVL 200 gear. If you have mostly iLVL 187-200 gear you are ready for heroics. If you have iLVL 167-187 then you can run normals first. Nowadays with very little work you should be able to run heroics as soon as you hit 80.
My recommendation is at 78 find groups for reg TOC, since you can't queue until 80. You should get 4-5 iLVL 200 pieces before you hit 80. At 80, run H TOC and reg ICC dungeons for 4-5 pieces of iLVL 219 gear. Once you have mostly 200-219 gear run ICC Heroics for iLVL 232 gear. Also at 80 with some TOC gear you can start running random heroics for the triumph to buy your 232-245 badge gear, you probably want to go with all 245. Once you have mostly iLVL 232 gear you should have a high enough gear score to get invited to VOA. Once you're full on triumph badge gear, or equivalent from ICC Heroics, you should be able to pug ICC 10m. Once you get a couple pieces of gear in ICC 10m and buy two T10 with frost emblems for your 2pT10 bonus, you should be able to pug ICC 25m.
All of this can be done a little earlier if you find a nice guild. Usually a social/leveling guild is best as raiding guilds will usually expect you to get to raiding status yourself.
