clearly the game can't tell how much DPS you can do. it uses items levels to determine if you're ready for heroics or not.
the early heroics have incredibly low requirements. a few level 80 blues should be enough to get you in even if the rest of your gear is levelling greens.

DPS doesn't mean anything, the heroics are going to be based off of your overall GS (gear score). Could be a low level trinket or item holding you back from getting into the next tier of difficulty/gear. Use something like wow-heroes to see where you stand for your character

don't confuse addons and websites with whatever requisites blizzard uses.
GS and wow heroes all work off the same sort of information (item level) but they are not official and don't actually tell you anything about what's needed to get into randoms.

Was just saying, even after I hit 80 on my shaman I couldn't do heroics for a while due to my gear. Took a trinket and off-hand upgrade for me to be able to get into them. So yes they don't tell you what the requirements are to get into said heroics, but at least it does give you an idea of which heroics you can do without too much trouble.
The GS adds are just a way for people to judge you honestly, it does play somewhat into what they "can" expect from a player but doesn't mean that it should be the only way to judge someone. People with lower GS then some other people can do amazingly well and pull higher numbers if they know what they're doing.

i'm absolutely NOT wanting to steer this discussion towards the merits of GS. that's a can of worms we do not want to open right now.
what i'm saying is that the OP is asking about the requirements to use the LFD tool to queue your character for random heroics. as such it is blizzard that are doing the assessment of your capability NOT other players. as such GS/be.imba/wow-heroes/wowhead profiles/elitistGroup are not relevant.
they can be useful to pick out which particularly low level pieces are likely holding you back but should not be confused with something that is actually tied into the blizzard system, even if they do suggest levels of content for you.

The haste/hit Wrathful amulet is also hard to replace until you're into ICC and is a very solid purchase. People might not like you for using "PvP gear" to do PvE content, but if you simcraft it, it helps DPS more than anything you can easily pick up without running ICC.
There are back frost badge gear so that's easily replaced...

also worth noting that the LFG tool looks in your bags to check your gear.
even if you have some high level items in your bag that are completely useless they'll count to you ilvl.
(this is to prevent people not getting in if they're a druid tank in their terrible healing off-set or someone in their fishing gear or whatever)
