Weather Effects and Eagle Eyes

Is there a way (addon or otherwise) to alter your own personal weather effects in game? Or is this a server-based thing that you cannot change?
Also, is there a way to increase the distance of loaded background, in order to cut out all the fuzzy/hazy in the background to actually show that far of the environment?

No, not that I know of.
As for Eagle Eye, this Macro is what you need;
#showtooltip
/cast !Eagle Eye
This will cast Eagle Eye without switching it off, allowing you to see past the 'horizon'.

Oh, I wasn't looking for a macro to use a skill, but a way to increase how far the game loads, distnace wise, so that I don't have to stare at hazy backgrounds, and can stare at beautiful landscapes.

That would be the view distance. Not sure if you can increase it beyond the setting in the video options.

not possible

no need for a authenticator, they won't guarantee safety. just stop downloading <insert> and dont visit sites like <insert>. oh and don't use your wow-email for other mind-blowing sites.

They fixed the security flaw with the authenticator. Before, you would enter your username/password, and THEN get a prompt for your authenticator information. That left time for any real-time-hackers to get whatever your code was, and log in with it (since it lasts for 30 seconds after first login attempt with it!)
Now, you get your username/password/authenticator code at the same time (assuming you've saved your account information after logging in with it atleast once). I believe they also changed the expiration on your authenticator code to 15-20 seconds, to account for logging in.
