I don't think they are in a real sense.
If I had to guess, they are playing around with the idea of letting shaman be emergency tanks (ie the tank died and boss is at 15%), or be able to tank quest bosses. There is a good chance this change will never even make it to beta, let alone live.

I wouldn't mind this as long as the Enhancement tree can still be viable DPS. If Druids can do it, then perhaps Shammies can, too. However, Blizzard has already failed with this concept once before.

Personally I would love it if Shaman could tank. They would need to add a deep tree talent to increase armor and add couple (alot) of mail with avoidance stats, but I would totally love it.

IMO, I hope they do it to try and help relieve the tank shortage.There is no tank shortage; my randoms always have one, and there's always 3-5 online for guild raid runs.

This will definately be an awesome thing in my opinion, shamans already have some "tanking" talents:
Anticipation
,
Toughness
,
Guardian Totems
,
Earthen Power
(for the attack speed debuff) and
Spirit Weapons
which would have to be like other
threat
reduction
talents
where it only reduces threat when not in "tanking stance". Maybe they can add a talent that modifies
Stoneskin Totem
to "Increases stamina by X%, armor contribution by X% from cloth, leather and mail items and increases threat generated by the shaman." So just as Alaskanfury said they would be much like a bear tank.
Edit: in addition to modified stoneskin also makes the shaman uncrittable, thought to add this after reading Mesoforte's post.

I want a "Shaman tank" option under the report thread function. -_-
Too bad it will never happen.
A new tanking class didn't solve the problem in WotLK, and a new one won't solve the problem in Cataclysm.
However, Blizzard is already trying to rectify one of the reasons for the tank shortage: Gear.
All tanks in Cata are going to have a talent that makes them uncrittable.

Being as there will, in theory, be more room in the talent trees for blizzard to play around with talents due to some talents becoming masteries, I think it will be more likely and maybe it's not to "fix a tank problem" but rather to give people more choice, maybe somebody loves to tank but loves the ideas of shamans and wants to use more lightning oriented abilities and thunderclap just isn't enough.

One major issue you'll run into by tying in tanking abilities to immobile buffs is that they don't really fit into what's required in tanking. You can out-range the buffs accidentally, or the buffs could be destroyed by wanky mob behavior.
Now, the way to fix that issue is to make totem buffs mobile with the shaman. However, Blizzard said a big "No and FU" to the people who suggested that as a class fix before we got the totem bar.
So, it would probably not be a good idea to attach the buffs to totems.

That is a good point, maybe just a buff then that is applied the same way as
Righteous Fury
, free of cost, no duration, and includes all the buffs I mentioned, maybe increase threat on nature damage.
