There is, but the stats don't blow up my skirt as much as the regular T10 helm.
Given the values of the various items? If you're gonna pick one of the five items to leave out, and still maintain your eventual T10 4-piece bonus (and the 2-piece bonus, along the way), it probably ought to be either the gloves or the legs. Gloves would be most easily replaced by the
Gloves of False Gestures (cloth, but purchasable for frosties, and MUCH higher on EJ's BiS list!), and legs by the
Lightning Infused Leggings or
Leggings of Woven Death. (Both BoE items, made by tailors or leatherworkers, who have ICC recipes)
If you take the T9 Elemental head and shoulders, then you can replace those two first as you start accumulating Emblems of Frost.
Once you get your third piece of Tier 10, then your priority will be to maintain the 2-piece bonuses from both Tier-9 and Tier-10. Don't give up on the Tier-9 2-piece bonus until you can make the leap to your Tier-10 4-piece bonus. If you got some gloves or legs to substitute in already (as recommended above, since those have the weakest values in both sets), then this means you would let your third piece of Tier-10 sit in your bank, until you obtained the fourth.
Your gearscore may minorly suffer until you get that fourth piece, but your actual performance would suffer much, much more if you broke the set bonuses prematurely. Set bonuses are generally worth having. (The Tier-9 4-piece bonus being one notable exception. Skip it.)
And yes, because the gloves and legs drop in VoA, the one you chose to use from the Tier-10 set would obviously be your last purchase. You want to give maximum time for that to drop, and you want to go to every VoA-10 and VoA-25 you can get into.
