Cataclysm takes place after WotLK. Currently, he's in Orgrimmar, but since you're following lore in the game, he'll most likely be in both, and given Warchief once you return from Northrend.

Considering there are alot of NPC's in two places, I don't see why not.

You have to remember, he's already both in Outland (Garadar) and in Northrend (Warsong Hold). What would change by allowing him to be in three places at once?

He's also still in Outland, just like Hemet Nesingwary is in Outland and Northrend.
Isn't the Nesingwary in Outland Nesingwary Jr.?
Regardless, Garrosh will likely be in both places. Continuity isn't exactly Blizzard's main concern; if it was, they would have to update Outland and Northrend to match the new expansion, and that would be prohibitive.

I saw Tirion once out in EPL I was lost running around looking for thorium veins and boom I see a little farmer named "Tirion Fording" little eerie I say.
Tirion is originally from Plaguelands. He was exiled from Lordaeron to the wilds in "Of Blood and Honor" and seen again talking with Darion Mograine (when he was still alive-or was it Alexandros? I can't remember), who tells him about the Scarlet Crusade iirc (sorry, been a few months since I read Ashbringer).
