Are you letting that 5 stack of Lac fall off or are you maintaining it?

In your opener "ff,enrage,mangle,5 stacs lecerate" do you queue Maul with every attack there? And are you using Mangle on cooldown while building Lacerate stacks?
Also, you use Enrage on the pull, which is good with your 4pcT10. So talent into King of the Jungle for 15% more damage while using Enrage.
Those are probably the threat boosters with the biggest bang for your buck.

nono they stacks are always on 5,well once i get some time to build threat its not a problem any more its the beginn of the fight that troubles me,i often have to use both taunts right at the beginn to keep it on me,
and smash thx for the thread guess i was a bit lazy to look myslef^^
No worries you did not mention maintaining it so I wanted to double check.

If he pulls inside of 10 seconds then yeah he needs to cool his jets just a bit before going all out. Tell him to wait 2-3 maybe a bit longer and he should have no issue.
He will do more DPS in the long run if he waits those 2-3 seconds and never has to worry about a threat limit.
vs.
Having to stop dps 10 seconds in for 3+ seconds while you taunt, wait for the boss to run back, hope the lock is alive, and reestablish solid agro all while the lock is doing as little dps as he/she can to try and not draw more agro.
In terms of threat, your job is to push the threat limit as high as you can. His job is to not exceed your threat at any time. You pushing the threat limit allows him to have more room for more dps. Him not exceeding the threat limit is how he stays alive...
Golden trinity of PvE:
If the tank dies it's the healer's fault.
If the healer dies it's the tank's fault.
If the DPS dies it's the DPS's fault.

If dps get agro, it's their fault. Simple as that.
If you're doing all you can to maintain aggro (which by your rotation, it seems you are) then the dps arn't watching their threat properly.
The unfortunate truth is that dps have had it so easy in WotLK, with gear being so more easily attainable than TBC and Vanilla, that they don't seem to have learned to play their classes effectively and instead feel that they don't need to be careful around overaggroing.
Not all dps obviously, but an shockingly high amount.

I've been found out!
A DPS's job is to do as much DPS as possible, without exceeding his threat limit, while executing the fight properly.
Don't pull agro.
Don't die from avoidable damage.
Attack the correct targets at the correct times.
