Only the caster. When it was first introduced, it was anyone you shielded. Based on fights that have come since the nerf, it would be totally imbalanced. Like, imagine if you could shield an entire raid before a big AOE, then boom, the healer's spells just did 80k damage in 1 second all while also shielding.

So, no. It only works on the priest that cast it.

Yeah, having this on more targets would be hideously overpowered.

I've discovered a few interesting things about these reflective shields that I didn't realize until recently.
It will pop the attacker out of stealth or invisibility if a DoT is reflected back after the attacker goes stealth/invisible. Unfortunately, this is also true of Polymorphs if you have a mage on your team. It WILL break polymorphs.

Well apparently it was even further back than I remember! I knew I'd seen it somewhere, the 2.4 notes that it occurred in aren't even on the official site anymore (Just 2.4.3). But

Not to mention I just know it doesn't break from reflective shield with arena experience. :)
EDIT: Because I'm OCD and feel the need to specifically point out which part under priests it is:

Because it's an effect and not a spell, I would guess no. I don't know for sure, but I suspect it works similarly to how a paladin's Retribution Aura works, which cannot proc the ring's effect.
