Possible, certainly. How hard it'll be I suspect will depend a bit on what setups are currently common in the 1500-1800 range on your battlegroup.
Muti+Sub should work; while I don't have any experience of it myself I'd hazard you could let whoever is Muti lock down a low armor target and let the other bring some (shadowdance) burst to bear and vice versa if you're going for something in plate. The setup will also let you play around with poisons as the Sub one of you won't have to rely on Waylay for snares unless you split dps.
If all else fails, you could also try going double combat in PvE gear for the somewhat ridiculous burst (admittedly the only real asset of the spec in PvP) of double Blade Flurry + Killing Spree and hope to not meet any hpala/dk teams.

Easily. As Izichial, Mut/ShD would work best. Sap and Blind don't share DR (if you didn't already know) plus burst would be ridiculous. Target clothies first, and mages aren't too hard for ShD. You'll find a few comps hard to beat such as War/Drood and Rogue/Priest or x/Disc priest in general. In those cases target healer and CC the other one.
Against War/Drood both pop Evasion and Feint during BS and you should be fine. Disarm the warrior as much as possible, but it does share DR with each other. I would suggest getting Gladius+Gladiminish.
Against priest teams, target priest. Rogue/Rogue matches should not last longer then 2 mins, so pop all the CDs you need to.
Overall 1500-2100 MMR is 2s should be really easy for Rogue/Rogue once you learn to synchronize everything.
And GL on getting your T1 weapons.
