But no, there is no way to measure happiness for the way chemicals interact with a persons brain is unique for every person and therefor we will never be able to measure. You cannot measure
any
emotion.

Well, to measure happiness you could create a list of behaviors that indicate happiness. Then, you could see how often those behaviors occurred and denote the people with the highest amount of "happy behaviors" the happiest.
Of course, you have no idea how someone is feeling unless they tell you, really, and the test would be pretty subjective, but if you wanted to measure happiness, that would be the way to do it.
