I'm reading it as "increases damage done by your on bleeding targets by 20%. Now it could possibly read "increases damage done by your by 20%. Although i'm pretty sure it's the first.IIRC the mangle debuff counts as a bleed effect in regards to rend and tear.
Nope only rake and rip count.
Edit: And Lacerate for bears.

Also, if you ever dungeon as a cat, mangle will essentially replace shred until you spec deeper into the feral tree/get to 80 and get your third major glyph slot. And since you also unlock your second major glyph at 50 (the same time you get mangle) you can fill it with glyph of mangle, which is good for both bear and cat form.
You get 2nd Major Glyph spot at 30.
Glyph spots are unlocked in the following order
Level 15: 1 Major and 1 Minor
Level 30: 1 Major and 1 Minor
Level 70: 1 Minor
Level 80: 1 Major
I use Glyph of Maul and Glyph of Survival Instinct on my lvl 46 druid.
