You're also forgetting the heal component of crusader. A 100 hp heal popping up once or twice per minute is huge at low levels and will considerably reduce your downtime until 60 (realistically, though, it'll be noticeable until lvl 50 at best). While fiery is godly at low levels it basically fizzles out to unnoticeable levels as you gain in experience (averages to about 4 dps).
The 15 agi enchant diminishes over time too, due to your crit% requiring more and more agility for each 1%, however we also get an AP component out of that enchant. 15 agi will be worth more longer than any other enchant in the overall scheme of things.
Personally, I went with crusader mainhand, 15 agi offhand for my alt, because of the heal on crusader.

If you are looking forward doing dungeons with maximized dps then I'd recommend getting double Fiery.
However, if you solo more than do actual dungeons (which probably will be the case at most times unless you have a tank ^&*!@ getting you queued in seconds) then Crusader on MH and Lifestealing on OH strike me as the best combo for minimizing downtime until you it 60 (then switch to +agi or Fiery as those don't scale down)
As you stated yourself +30 Agility scales incredibly well on low-levels, but gets less attractive after some lvl 30 (fix me if I am wrong here) margin. Either way it can be used to both boast your low-level damage and survivability and as such can be used as a good medial alternative to other enchants.
