You had an issue with your graphics card, yet you reinstalled Windows and did something with your hard drive. Sorry to sound harsh, but gratz on the wasted time. Your issue is the graphics card. It most likely overheated.
Make sure all your fans are working
Used compressed air to clean the dust out of your case, especially in the graphics card area.
Restart your computer and see if everything's ok.

Do you have a video card, or just on-board graphics?
edit: Maybe both? If so, try removing the card completely and booting off the onboard.

Well, if a video card craps out (ie. is broken to the point of requiring replacement, due to overheating, over-current, or any number of other possibilities), it can act exactly like you're describing =( Any ozone-ey "fried electronics" smell?
I think the 9800 was just a one-slot PCI xpress card... should be one screw holding it in and then it should wiggle out (there's likely at least one power connector too). If it has an attached fan assembly thing, then it will be 2 screws.
Edit: If the card is fried, thats actually a pretty easy / cheap fix -- a new 9800 is less than $100, and if you've been thinking about upgrading, this gives an excellent excuse.
Edit2: I think even 1 slot PCI-xpress cards have 2 case screws holding them on... if so, they'll be right next to each other at the back of the case, and will be holding the card to the tower.

Video card failures aren't all that "rare" so it might be =/
Given the symptoms your describing, I'm not sure what else it could be unless its on the motherboard. If you're sure you have onboard video on your motherboard (a monitor port that's not on the video card will be the giveaway, you might have to 'enable' it in the BIOS or something too, probably not though), see if it acts 'normal' with the Card removed.
If so, then you know the problem is on the board, and its probably a safe assumption that its bad. I suppose its possible it could be some sort of connector issue where simply re-seating the card might fix it, but I wouldn't bet on it.
Some mom-and-pop computer shops would likely be willing to attempt to boot on the card in a test system just to verify that its bad, for free.
If you don't have onboard video, then you can't boot without the card (or rather, you won't be able to plug a monitor in anywhere), but the mom-and-pop bench test is still an option.
Late Edit: If you wanna know what Ozone smells like, hold a lightswitch in the intermediate-position where you can tell its arc'ing a little for a second and then smell it. I take no responsibility if you burn your house down =D

Quickest solution is probably to pull out the card, wrap in ESD plastic, call computer shops until you find one that will bench test it for free, scrape together 50-300 dollars, go test it and buy a new one if required (from that shop to justify their 'free test' policy would be good).
(If you don't have a VGA cord handy, you should probably just take the "I don't have onboard video" route described above anyways)
EDIT: Unless you don't play video games anymore at all -- then you should find the VGA cord since you don't need a video card anyways.

I don't think VGA supports 1920x1080... no DVI on your onboard huh? Hrm, lame... You can probably score a low end video card for like 20 bucks if you look around -- if you have geeky friends, they might even have one laying dormant they might give you.

Hmm, if there's an HDMI port on the back, then your board should support HDMI -- check the BIOS settings, maybe it needs to be enabled somewhere. You can also try booting it with only the HDMI plugged in, it might be smart enough to realize it needs to use HDMI as the primary output.
With no success there, you might try looking for a user's manual or help on the company website for your motherboard (or post enough info here that someone might be able to find help).
Edit: I don't think HDMI is 'hot-swappable' -- you need to have the monitor plugged in from the start in order to get it to work I think (this might be wrong, but on my PS3, it freaks-the-eff-out if the HDMI is not plugged in before its started up (edit2 -- i made a typo)).

The motherboard part number is usually printed somewhere on the actual board I think in big letters -- should be able to find it, and then google it and the user's manual should be easy to find
