If I recall correctly, and I may be off, Haste comes up as an effective stat once you are White Crit capped and you are at the Hard ArPen cap... So if you are lucky enough to be that well geared then I believe you are just in a situation where there is nothing better for you to be getting.

You also have to set up your talents for cat dps (since you said you're in tank spec). RAWR can (and does) have fairly different recommendations once you fill in your talents. Remember, all that RAWR is ever trying to do is to tell you how to maximise dps for your current talent setup.

0.79% increase to 35% of my damage results in 0.28% increase in total damage.
0.44% increase to 100% of my damage results in 0.44% increase in total damage.
0.79% haste to 35% of your damage would result in 0.352765% more damage before taking procs into consideration.
(1 + (0.79 / 100)) * (35 / 100) = 0.352765%
Potential crit gain / (current crit chance / 100) * (percent of damage that would benefit / 100) = average damage increase
0.44 / (lets say 65% / 100) * (100 / 100) = 0.67692308% damage increase
OP, gotta be something in need of tweaking to fix those weight scales.

I think that this is a result of how the deltas for the stat weighting are computed. Usually you plain add a certain stat like 100crit to the stats given and recalculate the dps. The difference of those dpsnumbers devided by 100 give you your weigthing. That assumes linear growth, when it is infact exponential growth. Therefore you recive sometimes strange numbers.
A good example for that are hit and exp when you are at the cap. They are usually calculated using a stat loss, so you will get high weightings when they are infact are worthless due to being capped.
Though i can confirm there are some odd points were haste is good enough to go for it in orange gems, depending on your socket bonus. As i got my weightings from simcraft it is not a Rawrbug. It may be worth to doublecheck such strange results. As simcraft an Rawr use a fairly different aproach to get their numbers.

If I recall Rawr does 1 rating increments to calculate values while simcraft takes the 100 rating swing approach.
