Scalability of Hunter AoE [Volley]

As most hunters know, our main AoE ability is
Volley
:
Continuously fires a volley of ammo at the target area, causing Arcane damage to enemy targets within 8 yards every Lsecond:seconds; for 6 sec.
It's basically a static figure as it just multiplies our Ranged AP (averages around 7k-8k in 25 ICC) by a measly 0.0837 or 8.37% of our RAP and adds the static 353 static value. I often see my Volley cap out on each mob that is AoE'ed on trash . We also have
Multishot
but there's a cap on number of targets.
I know that you can toss in an
explosive trap
in there, but that's not always possible or "safe". Also those numbers appear to do much less damage than Volley.
Feral's have
Swipe
. Rogues have
Fan of Knives
. Both abilities have much higher potential scalable increases to their aoe. I often see rogues and ferals hit ~30k+ on multi pack pulls. Why is that?
Why isn't our volley based on our Ranged Weapon Damage or anything to that effect? Would it deem our AoE too powerful? What's the deal-y-o? Anyone feel slighted?

Explosive trap has one big advantage over most AoEs: the DoT part of it has no damage cap (10 targets) like other aoes.
Mut rogues and Unholy DKs are nearly unbeatable for the same reason: the spread dot and win.

This. Also the scaling for Explosive Trap is extremely monstrous. I've seen something in the ballpark of 10k over the 20 second DoT duration alone (total, of course).
It's similar to the reason mages do Flame Strike (max and max rank -1) + Blizzard on trash. Flame Strike also has no aoe damage cap =).

Explosive Trap can't crit without a glyph, though.
You can get a ton of crits from Volley, which increases its usefulness.

Next expansion we get Trap Launcher on a 1 min cooldown. Do you think it'll be worth launching explosive trap for AoE?
