You are correct, the 15 Resilience on the shoulders drops the Defense needed down to 536 for raid bosses.
You have three choices for Red gems, none of them ultimately game breaking. Dodge/Stamina will give the most amount of avoidance (assuming a typical distribution of Dodge and Parry rating), around 0.22% dodge (pre-DR) per 10 Dodge Rating. Agility will give slightly less Avoidance (don't have exact number, but it's going to be around 0.16% dodge (pre-DR) per 10 Agility), but also give a small amount of Armor and Crit. Expertise is of course on the pure threat end of the scale, reducing your chance to be dodged and parried. If you are under 26 Expertise I'd say to take the Expertise/Stamina gem, as IMHO it's too much bang for the buck to give up. If you are somehow over 26 expertise (good luck with that in ICC gear), you can go Agility or Dodge. I used to be steadfast in the Dodge camp, but now I'm leaning toward Agility a bit more.
For a single Red gem, 10 Dodge vs 10 Agility vs 10 Expertise isn't something to fret over.
That said, it looks like he has ALL +30 stamina except for the one Purple gem in his belt. I can't see all of this items, but I know for sure those crafted boots have a yellow socket and a +9 stamina bonus, which I would recommend he put a 10 Defense / 15 Stamina gem in. His raid will thank him when that one in a million shot occurs and Festergut crits him for 70k.
By the way, tell him that passing up the +12 stamina red socket in his helm is stupid. He should hit the socket bonus for his Helm, Belt, and Boots.

btw, i just did the calculations and i think with the latest change to resilience you still have a very small chance to be crit at 536, so 537 would be the number to hit.

Sure, Resilience gives a small bit of reduction in the chance. But apparently at some point that is going to be changed to ONLY against players. And since its only a soft cap, having extra Def Rating will always help. Having a buffer in case an upgrade suddenly drops you down 40 points is a good idea too.
Play it safe, get to above 540 normally. Only reason I got the PvP enchant was because I was well over the limit, and thought 30 stam was better then 20 dodge.

Well, it's not exactly a small reduction. In fact, resilience rating is 30% more effective at lowering the crit chance than defense rating is; it takes 94.3 resilience rating per percentage point reduction, or ~528 resilience rating to cap from resilience alone. It takes 123 defense rating per percentage point reduction, or 689 defense rating to cap from defense alone. It's just that defense does quite a bit more than reduce the crit chance, which means it wins out in the long run. So when it comes to shoulder enchant, the resilience/stamina enchant is the clearly superior choice for newer tanks working on being uncrittable, while for better geared tanks the choice becomes a bit less clear; the PvP enchant still tends to be preferred though, because it provides EH.
The change to resilience doesn't matter in this context, because it won't take place until cataclysm or the immediate pre-cataclysm patch, where we will become automatically crit immune from mobs up to (or past) +3 levels.

Def cap for raid bosses is 540. Why not just get the PvE tank shoulder

on shield? The PvP shoulder enchant is only taken if you're already over def cap.
The resilience shoulder enchant is actually even better if you are below the crit cap, since it contributes more towards crit immunity than the PvE enchant.
