Assuming no Frost Emblems, the highest gear you'll have available is 245 (Triumph Badges and ToC Crafted), and 232 (Triumph Badge T9, Heroic ICC Dungeon drops).
245: Helm, Shoulder, Chest, Bracer, Ring, Trinket, Ranged/Idol/Relic
232: Neck, Cloak, Gloves, Belt, Legs, Ring, Trinket, Weapon, Offhand
Do you want to talk about BoEs and Crafted ICC stuff too? In that case you can get 264 Legs and Boots at a minimum, and one or two other slots depending on your class (just off the top of my head, there's an AP neck, mail SP legs, defense gun, cloth shoulders, strength ring).
I think that adds up to around a 5000 GS, but I'm not in game so I can't really verify that.

With the exception of her current legs, gotten a few days ago (and which I've still been too lazy to gem) everything on her is from five mans and gems. Her GS before I picked up the pants was 4990, which included 232 pants, which I can't remember but I assume dropped in an ICC heroic five man. I could have easily buffed her GS in any number of ways:
1) Not spending EoFs on primordials because I thought I was bored of my Druid. Made some decent cash, though.
2) Buying any craftables at all. Including cheap ToC or Ulduar ones.
3) Getting a higher ilvl trinket than The Black Heart.
4) Getting a higher ilvl ring than the EoV tank ring.
Without spending money on craftables you can easily break 5k. If you're willing to spend a little bit you could probably come closer to 5.2k.
Edit: Didn't notice but you said no frost emblems. My cloak was the frost emblem one, so that's out. Still though, I bet you could get right around a 5k GS with just EoT and five man gear.
Edit again: No, she's in her abysmal 'well it was going to be resto gear but then I got bored of resto and farming badges and I should really gem it one of these days...' balance gear (which still pulls 4-5k, love that spec). You'll have to take my word for it.

You can get 5.7k+ but that with daily frosts, it will take a while but possible.

My tankadin has about 4.6 or 4.7 (can't remember), only thing i've got ilvl 264 (via frosts) is the
cloak
and only thing I'm lacking is the
sword
, after which i'll probably end up with about 4.8k GS...

Just as an addendum, I don't have any crafted items, all mine are either 5-man normal/HC drops and/or emblem purchases and, as I said previously, only the cloak was with Frosts...

Around 4800 in-game I think.

Buy some ilvl 264 pvp gear. It's not too bad compared to level 200 epics. And it boosts your GS more than it's worth.

My 2-weeks-80 hunter is currently at about 4750 GS. That's in this gear:

. As you can see, I'm mostly in triumph/ICC-5-man gear, although I still have a blue lvl 78 cloak and blue ring that I should be replacing soon. I also elected to get 4 pieces t9 for the bonus rather than getting the 45-triumph shoulders.

If I remember right from the PTR full 245 gear is right around 5300 gs. Triumphs + ilvl 245 BoE's + whatever 232's you have to fill up with. I'd say 5150-5200 as a guess.
