Yes, tanking as blood is viable. It will be harder to keep aoe aggro though, but its perfectly possible. Back in the days before dual spec we tanked dungeons with a blood half dps spec, in dps gear without heirlooms and our bare feet in the snows of northrend; so it should still be possible now. But dont start tanking before 60, when you get DnD. I'll start my build from that point(note that i'd use the same build for questing in northrend if you like blood):

Yes, you can tank as blood but why? You have dualspec. Use it.

Not everyone has the money/is willing to spent the money. And some people dont like frost's playstyle(like me and the OP too if I read his post correctly)

I sprecced several times when I leveled my dk, and as for me, as Frost you may find yourself RP starved and you DS won't heal you as good as in blood or unholy (because of the 3d decease).
Mostly I leveled 58-68 in unholy, SS is really powerful in this bracket (with BoA), I even applied only 1 decease sometimes, because regular mobs were around 60-50% hp after IT+PS
At 68 I specced Frost to tank those WotLK dungeons, but soon made a Blood spec to be able solo with comfort without dualspeccing:)
Oh btw, I tanked some BC instances as unholy dps leveling spec, too, but I don't think it will be good in Northrend

Every DK spec can solo pretty much any elite quest, and solo effectively with no downtime. Blood is easily the best tank spec. If you're going to tank while leveling I would suggest this:

Get Imp DS, HS (which replaces Blood Strike), MoM, WoTN, then Blood Gorged and Abomination's Might. Then get Toughness. You'll level fine, and it evens out to a tank spec in the end. Morbidity is nice for dungeons because DnD is your primary threat generator on AoE pulls.
Dual Wield tanking is far, far, far behind every 2h variant. But if you do choose to DW tank make certain that you're always using slow weapons in both hands or your threat will be utter rubbish.
Use glyph of Death Strike, the rest are up to you. Glyph ghoul and HoN glyph are also pretty much the best minors. Pestilence and Disease are also amazing glyphs for a tank.

I'm levelling a DK with a DPS blood spec, and so far I have successfully tanked every OL and NR 5 man instance up to and including HoS minus the first boss as I joined after it went down (with the exception of BM and MgT because queues are non-existent for them) and I'm only wearing quest rewards and instance drops, no heirlooms or expensive gems/enchants.
Don't believe for one second that you HAVE to have a full tanking spec to do normal instances whilst levelling. Sometimes it's fun to put the challenge back in the game and not just cruise through in boring AoE fests.
BTW, here's my

. I don't have any of the "

" tanking talents so most people start the instance calling me a noob etc, but I soon shut them up when tank well and pull higher dps than all 3 dps players.
