I suspect they'll be merged with Azeroth (would make the most sense at least), but I havn't seen anything denying or confirming it yet.

Thats a good question. since eversong woods and ghostlands are basicly instanced zones, they'd have to phase that into the new phased azeroth.

I'm sure it's easy to switch the on/off switch for flying in those zones, without phasing them into Azeroth (as I recall, there's a flying zone or two in Outlands...). I also doubt they'll start handing out BC content for free for players without it.

You can already go to Ghostlands and Evensong Woods non-BC; you just see nothing but ruins. As for flying in the BC content; they'll probably just add in invisible walls around the mountains, and you'll have to fly into the gate to actually enter the BC server, already have invisible ceilings after all.

Blizzard announced (and it's on the site's Cata guid) that Eversong and Azuremyst will stay "instanced"
I guess you could fly to the points where they are instanced, like the shore where you take the boat to the isle or the point in the Plaguelands where you can enter Ghostlands
