I use to do it like:
When you start I say "Starting ICC10! Link achi + + come Violet Hold/Mid dala for inspect. Fresh run"
Later on it can be like "LF3M ICC10! 1 SP/b00mkin, 1 r shammy/r druid 1 melee! Link achi + + come Violet Hold/Mid dala for inspect. Fresh run"
Usually works for me, 6/12 gets downed easily with me on that way. But a bit more 'safe way' is to insert:
"If DPS is below 6k on Marrow, you WILL be kicked!" :p

From my experience, you do it where you know a lot of people will be online.
For VOA 10/25 PuGs, you do it 5 minutes after you win WG. "LFM VOA 25. PST with role" will get you tons of responses if it's right after WG at a decent time (afternoon/evening/not too late).
For ICC 25 PuGs, I tend to try weekends. "LFM 25 ICC, PST with role".
Don't have too many restrictions in your spam title. Once people whisper you, use Pugchecker.com, Elitist Group and GearScore to determine if they are good.
You want to pick a good time to advertise b/c you want the group to be together very fast. VOA 10 - 5-10 minutes. VOA 25 - 15-20 minutes. ICC 25 - 25-30 mins. to get the group together. Otherwise, people will start leaving and complaining and then once you get started, people will have to go and then you have to find more people, etc.

I always ask people to post me their stats whenever I form up a raid for end-game content. I then crosscheck their stats with the Armory to see whether they're exaggerating or not.
What saddens me is the amount of people I've had to tell that GS is *not* a stat.

Pugs which require GS will never go far
, good players just cba to go with such short-minded ones. What you should use it's not some addon to define whether someone is good or bad. You should check his gear/spec/gems/enchants whether they're optimal or not, then some achievs.
All the PuGs that I throw together I set a GS minimal. And they have all been successful. The higher the GS minimal, the higher your success rate. That being said, it'll take longer to fill the PuG if you set a really high GS minimal.
/2 LFM ICC25, aiming on 9/12 with Gunship HM, going to attempt Rotface HM if run goes well.
Required properly enchanted 245-264 gear

What you just wrote here is essentially a GS minimal requirement. the GS addon is just a quick way to check someone without putting too much research in. I've thrown together a last min Monday night ICC10 pug in 5 mins with just GS /whispers in trade channel. We got to PP before I had to log for the night (one shot all bosses).

on a side note. I find that it is easier to get geared/experienced people on a Monday night than on a Tuesday after reset. Anyone that knows anything is usually part of a guild run and might have had RL circumstances prevent them from going. Anyone willing to pug on a Tuesday night probably doesnt know much about the instance.
My perspective is almost the exact opposite.
Monday nights, you're left picking from just the scraps as most people are already saved.
Tuesdays, Dalaran is jam packed and you get way more volume of whispers when you advertise. This way you can be choosy and get your pick of players/classes. I pug anything I don't run with the guild early in the week.
