Do you have "Load out of date add-ons" checked? Do you have all the modules enabled? There are two groups of modules you need, one being "data" something or other...
I'll figure it out next time I log in unless 1) someone corrects me/provides more info beforehand or 2) you rule this out by enabling everything and logging in to find it's still not working.

Any chance you have WoW installed on a Windows machine? I suppose security features could keep WoW from writing to files in your C:\Program Files directory. If your WoW is installed in your Program Files directory, move it out. My WoW is installed in C:\World of Warcraft.
Just create a folder called World of Warcraft in your C:\ directory and cut-paste everything from your old WoW folder into your new one. Give that a shot, but remember to create a new shortcut for WoW if that's how you usually launch it.

1st rule when installing WoW on a Windows machine:
Create the directory C:\World of Warcraft and install there
