I'm going to guess that making custom armor design (not in stats, but in looks) will increase game's minimum requirement by a lot (if you believe the requirement in the first place).
And whoever is lagging now, will probably be lagging more rendering custom gear. I'm guessing rendering gear which is always same is cheaper on a pc than rendering more and more different types of gear.
But I am sure it would be a hit with people who don't know it causes rendering performance (if it does), and those with good pc's.
Also if you are a PVP'r, I could see how that kind of reforging would give you a nice advantage (imagine all the geared players on your team looking like they are wearing greens, and all the badly geared people looking like they got best gear - the opposing team will go for easy kills first, and be hitting on best geared toons).

The most I'd want is to alter the color scheme...dammit, Blizz, Druid gear doesn't all have to be PURPLE!

This.
Letting you change the graphic of items completely could cause a lot of problems that AREN'T really graphic/performance-related. For example, what's to stop someone from reforging a staff to look like Atiesh? Of course, they could simply make a restriction, like no legendary items, but I think it would be far simpler to just be able to change the color scheme.

On the other hand, while Atiesh is a legendary I definately would reforge it into something more appealing.
I'd appreciate crafting old tier looks. T10 is not my favorite, but I'd craft T2 or T6 for my mage.

This is a recurring proposal, the best-looking variant is the "Appearance Tab" thread over in the blizzard Suggestions forum.
Basically, you'd have a separate tab for equipment that has no stat effects, but stuff equipped there is used to draw your character instead of the stuff you equip for stats. So, say, you could equip your ilevel 200 goggles there even when you have an ilevel 245 head piece, so you wouldn't have to lose the Awesome Goggles.
I would love this -- I have had a lot of problems with ugly or stupid gear, or just badly mismatched gear, and being able to pick a set I like and look like that would make things a lot better, IMHO.
