the weapon(s) I'm considering shortly have significantly more DPS

weapon speed tips the balance when the dps is close (slower is better).

Although I'm not too educated on the topic myself, the general rule of thumb has been the slower the weapon the better, for leveling an Arms warrior. This is due to instant attacks such as mortal strike outputing a greater damage amount with slower weapons (slower weapons generally mean higher top end, but not always).
This almost bugs me as much as "defense cap."
It doesn't matter what the top end is. It matters what the average damage is (which is a function of DPS and Speed).
Take three hypothetical weapons for example:
213 DPS, 3.4 speed, 624 - 824 damage
213 DPS, 3.6 speed, 716 - 816 damage
200 DPS, 3.6 speed, 624 - 816 damage
You don't even have to look at the damage range. It doesn't matter. Look at the DPS number first and look at the weapon speed second. If the DPS number is similar, pick the slower weapon.

The weapon damage calculations use median weapon damage to calculate their result as far as we can tell (plenty of tests seem to show this). Weapon speed, top-end, etc are good indicators but it's best to take the median as your guide. The higher the median, the better your damage with it.
Top end isn't a good guide, it's completely irrelevant and anyone mentioning it should be burned at the stake.
Weapon speed isn't just an indicator, it is one half of the equation; you get the average weapon damage by multiplying weapon speed with weapon DPS.

Yeah, I'll admit as much. But people are chanting it like it's some magic number. In itself it means very little.
