Probably picked it all up in the 5 hours since he/she posted. ;P
Anyhow, I don't see the relevance. Choosing between the strength and agi versions of the ICC rep ring is quite a valid question even for a resonably established ICC raider. By the way, the agi version is probably the preferable choice.

for the cape, almost definitely. you don't really need the expertise, so the agility cape provides much more value to you.
i'd definitely get the T10 head next for your set bonus.
as you get new gear, start gemming with armorpen instead of your current mixture of str and arp. you have enough that it's going to start getting really good as you push further to the hard cap. as you do this, keep an eye out for a trinket replacement for your scorpion.
improved cleave is a poor choice for an arms warrior; move those 3 points into commanding presence to max it out.
move the point from anger management into improved slam to max that out as well.
then you have a choice with the last two points, between:
improved execute (1 or 2 points)
weapon mastery (1 or 2 points)
piercing howl (1 point)

At your gear levels, I would move to the incite spec for arms. Dropping everything out of fury except for Cruelty and Armored to the Teeth, shifting those points to: Bloodrage, Improved Tclap, Incite in the prot tree and getting that last point into slam. This gives you better aoe than with imp. cleave, harder hitting heroic strikes/cleaves since you should be using them much more often as a rage dump with that gear level. (Reason: Imp execute is a flat increase in dmg, 5x38=190, while 5% extra crit on heroic strike is more damage overall and scales with crit). For your priority list, heroic strike at >80 rage and mortal strike is now higher than execute. Bloodrage to fill in dry spells.
Single target-wise, the dps difference isnt too big compared with your standard execute build, but there is a difference that gets magnified as gear gets better.
ArPen is one of those all or nothing type of things, with the goal being 1400 rating (procs are ok, but passive is better). Your gemming seems to be a bit confused at the moment. Glancing it over, I would go with str/crit gems(to proc NES more) in your case unless you have a ArPen neck/rings in your bank that you aren't using.
If you would like to go full ArPen, replacing gems would get you 120 more rating, getting new neck/rings would probably get you around 180, leaving you short 150. Since you raid 25, I would suggest you get cryptmaker and spec into maces, which would get you 210 rating worth of ArPen or just get Deathbringer's Will, whichever comes first.
At this point, having Bryntoll means you wont downgrade to get more rating, but that means it's a struggle to remain hit/exp capped which i'm sure you are experiencing. To get around it, bust out your old grim toll, switch around your enchants, etc. Bryntoll and no DBW pretty much means gearing for str/crit.
BUT this is all for Arms, for your fury spec, since you have two 2H weaps, that is more rating and since fury scales better anyways, ArPen would be the way to go (assuming you can make the caps).
As for using rawr, after you open it, file - load your character from the armory; from menu at right, select what pieces of gear you have available to you; then tools - optimize. The gems and enchants should be automatic, but if not, you can select them from the menu at right as well. Landsoul is similar: open file, enable macros, select arms tab at bottom and load your character from armory (make sure it's the right one, there is wowarmory and eu.armory) and press green button.
