Especially since holy paladins are heavily dependant on standing still for casting their main heal.

I would personally choose the cape first. Even though you didn't put that as an option.
and you'll have quite a few badges left.

Price is also the reason i have the +16 gems in so many slots. +16 gems cost around 5-10 gold, +20 cost around 150-200. I will replace the +16s as I get the gold.
You can trade Keeper's shards for honor, which you can trade for gems.
You can trade emblems for gems.
A lot of people say they don't have epic gems because they cost too much gold. I personally cannot recall the last time I spent gold on a gem.
The craftables are understandable though. They're helpful but not necessary, don't break the bank over them. If it's the same thing with a little bit less armor for a lot more gold, it's probably not worth it for PvE.

I find
Icewalker
helps, mostly because movement and stamina isn't all that worth it (Staying still to cast, stamina for whatever)
Crit helps with bigger heals, adds some mana regen., and is overall a much more desired stat for Paladins, or healers in general. The extra hit rating is only there for applying judgements; as seldom as it is, it still does miss on some bosses, so it has some use.
I just find a range issue not that troubling for Holy Paladin, simply because of Beacon's range after applying it. You can easily heal them by healing one who's closer to the tank or throw in a Holy Shock as you run.
Its
not
about range. Its about moving out of bad stuff quickly, so that you can stand still again to cast. In icc, it's all about moving. The Tuskarr's Vitality should be mandatory for any class/spec that does not have a movementspeed increase built into their talents (Ret pala, catdruid etc). Icewalker crit is negligeble. You could enchant spirit and not notice any difference.
