So, what are some general rules on major places and people?

Okay, so I'm working on a story for my characters to be introduced with. And as I'm thinking it through, I would like to avoid major characters and places. I'm trying to work off the assumption of "Sylvannas/Thrall probably see hundreds of people a day. Meeting them is perfectly acceptable."
However, some other NPCs, such as those around the Sepulcher and Shattrath are beginning to give me hard times. I don't know much about them, and don't want to screw up any personalities or anything. So should I create all new characters? Or are minor NPCs okay to mess with?
Also, places. My current opening goes something like this:
ShadowFang Keep has become a Scarlet Crusade stronghold after Arg's "eviction."
My main "gang" of Argent Crusaders are sent to investigate.
Crusaders and Worgen everywhere, Squad Leader no where to be seen, all sorts of problems.
Is this okay? Or am I breaking to much into the realm of canon? I know when I wrote Sonic fictions, canon characters were a very touchy subject and sometimes a big "No Go."

Less significant NPCs are alright to use, but the main issue is the lore characters. As you say, they likely encounter dozens a day; they won't be very friendly with you, or unordinarily so.
