Heh I messed up the title.. I mean hit

not hit CAP.
I recently changed my offspec from PvP Ret to PvE Ret (my main spec is Prot). As I've tanked Heroics I've picked up a couple of choice plate DPS pieces that nobody else wanted, and supplemented these with some purchased BoE items, iLevel 200 rep items, and a couple of PvP pieces that I had picked up for the PvP set (they aren't the best for PvE but it's better than nothing). I ignored all of the DPS trinkets as I leveled to 80 and from dungeons so I have my two tanking trinkets to have something. I have yet to gem/enchant the gear barring things like the Hodir shoulder enchants.
My main concern is... my hit rating is only like 95. I had wanted to build up some serviceable ret gear and start doing Heroics again as Ret (less pressure as a tank, and I don't need to fight off DPS for Ret items), but with a 95 hit rating.. I'm not sure. I know the cap for raid bosses is 263. From practicing on a training dummy, my DPS output is roughly about 1.5K, which I know is kinda lousy but should be good enough for at least getting some extra ret pieces to replace the tank trinkets from my MS and the PvP stuff that is filling in.
I'm not sure what to do about the low hit, though. With the exception of the tanking gear all of the pieces are good DPS pieces and on a lot of pre-raid/heroic gear lists out there so I'm not sure how to offset the low hit rating.
Going from memory since the Armory shows my Tank set, I have:
Head: Fang-Deflecting Faceguard
Neck: Susurrating Shell Necklace
Shoulders: Pauldrons of the Souleater
Chest: Frost Wyrm Ribcage
Back: Ice Striker's Cloak
Wrist: Malykriss Vambraces
Hands: Furious Gladiator's Scaled Gauntlets
Waist: Girdle of Valorous Defeat
Legs: Legplates of Relentless Onslaught
Feet: Plated Greaves of Providence
Ring 1: Stained-Glass Shard Ring
Ring 2: Relentless Gladiator's Band of Victory
Trinket 1: Glyph of Indomitability (from Tank MS)
Trinket 2: The Black Heart (from Tank MS)
Weapon: Edge of Ruin w/+85 Attack power enchant
Libram: Furious Gladiator's Libram of Fortitude
EDIT: I checked my DPS again on the training dummys. On the grandmaster (level 80) dummy it's like 2.2K. On the Heroic (boss) dummy it's only 1.2K, presumably due to the low hit. I'm not sure which one is the "accurate" one when people talk about doing X DPS.

Log in then log back out as Ret.

The dummies aren't what people use to specify DPS anyway, as you're getting no buffs or anything. Someone who does 4k DPS on the dummies could do 10k DPS in ICC25.

Okay done. Logged out as ret. Remember I haven't gemmed/enchanted things yet because the gear is a mishmash. I had wanted to make a halfway decent set first and then worry about enchanting/gemming.

Try buying the EoT trinket, that provides a massive chunk of HR.

Will look into that. My concern right now is... with such a low hit rating should I be running Heroics as DPS? You know, for practice and really so I don't have all the pressure on me that I would have as the tank (my tanking GS is 5.1K with 4/12 ICC10 so I'm well geared with that). I know my ex gf's pally got a ton of hit rating just from her items, enough to be over the cap I think, but I never really looked at her items when she was gearing up so I don't remember what she started heroics with; it wasn't half as good as what I have now, even excluding the PvP stuff, because I picked up a few 219/232 pieces just from doing the Heroic as a tank when nobody else wanted the drops.
The DPS set is basically so I'm not left benchwarming if I join a raiding guild and they don't need another tank (to be honest I'd be happy never DPSing at all and only being the tank). But I haven't touched DPS since like level 20 so I'm really out of practice.

You can run heroics as DPS for two reasons: the hit cap for heroics is lower and absolutely no one gives a damn if you miss once or twice. They're just badge pinatas now, to be burned down as fast as possible.

Run a few Heroics as Ret with a guildie that was only tank spec and told him I only had 128 hit rating, he said don't worry about it, no one will care anyway, so off I went and was still pulling about 3K DPS on most bosses. So the low hit raiting doesn't seem to be much of a problem in Heroics at least.
Heroics bosses are level 82. Raid bosses are level 83. So the heroics hit cap is significantly lower.

Get 50 EoT's and then get yourself the Mark of Supremecy, 128 Hit Raiting by itself will make a huge difference.
One other thing about this trinket. Remember, way back in 3.0, when every caster had to grind H VH for a couple weeks to get that hit trinket? Or how every tank knew HoL like the back of their hand from trying to get their hands on that defense rating trinket? Having your 'craptons of hit rating' trinket sorted out before the expansion might come in handy in Cata. That's why mine is nice and comfy in my bank right now.
