As stated above, the paladin's level does make a big difference. However, pallies don't even get spiritual attunement until maybe lvl 40 anyway. Just bubble away and if they are having mana problems, they'll slow down, but at the lower levels it won't be remotely your fault.
After level 40 the prot pally should be pulling "moar" mobs

If your healing is more than enough to downrank and keep the tank alive, you might as well ask him to go balls-to-the-wall and pull more.
I'd check first if they've actually got tank-itemised gear though - you'll find a lot of tanks <L70 (and quite a few 70+) who don't have a shred of Defense, Dodge, Parry, Agility on their gear. ("What? I don't need defense until 80, L2heal n00b!")

Simply don't bubble him at 100% health. Keep Renew rolling on him, bubble him
to stop him from dying
, and Penance him to bring his health back up. Once he's topped off, the bubble will already have taken a few hits and nearly be ready to break, then you can repeat the process.
If he whinges about not being topped off, tell him you're saving him a fortune on mana drinks.

To be quite honest, do you really need to keep Weakened Soul if the tank is taking that little damage? Why not heal through the damage without WS?
And, doesn't Weakened Soul provide you a bonus to crit, generating more Divine Aegis, thus bubbles, thus less mana? Isn't this just a gigantic circular misconception? If the tank has issues, pull more mobs, or if you feel concerned, do not shield. Take time to shield the rest of the group for possible accidents that may occur, or just help DPSing, or save mana.
Also, rapture providing 2% of the total mana to the target means it's just not worth it to cast a lower ranked PW:S for that. 2% of a prot paladin's 6-7kish mana is nothing. EDIT: it takes a certain amount of mana for PW:S's cost to be offset by rapture, so, although it helps your regen, if you are casting a shield of, say, 25 for that mana gain, it still is a complete waste.

The concern is the Weakened Soul debuff - 15 seconds. By changing your PW:S ranks, you can actively manage how much health damage the tank takes in that 15 second period, and how much gets shielded. If the % shielded is too high for your tank's mana recovery, it's fairly simple to reduce the % shield by downranking. Changing rotation or the timing of your heals won't change a thing unless you allow the Weakened Soul debuff to fall off (which is still purpose defeating, as cloudp points out).

As a new 80 Disc priest (A week old, but I already have a 4800 GS, no raids), I've realized that you won't always be able to keep everyone topped off. donnymurph hit the nail on the head because
disc isn't about healing output
, it's about preventing death. Between 1% and 100% health, the player is alive and is able to perform actions. You wouldn't ever want the tank to be at 1%, but a living tank means the group won't fail.
Everyone may be at a wounded state, but a bubble effective extends a player's health pool until you can get to them. Triage, appropriate use of CD's, and planning are the makings of a great discipline priest.
