Do you want to buy online, or in store?
Do you want a desktop computer, or a laptop?
Well, I can guarantee that anything you purchase new pre-built for at least $400 will perform better than 7fps, and even better than 60fps. Look around, find something that interests you. Let us know, and we can tell you the pros and cons of the computer your looking at.
Tips:
2 GB or more of memory
nVidia or ATI video card

Well, Walmart and BestBuy have some decent computers for that range. Stop by one of them, look at a few computers, jot down the specifications and models and let us know.

You have created 3 posts about this already and in each one of them you got the same response
"for 400$ you won't get a decent computer"
Here are your options:
Buy a laptop for around 700$-900$: upgrade the video card for another 60-100$
Buy a gaming lap top for 1.6k$
with 400$ the max you will ever get is 10-20 fps, and probably around 3-6 in 25 man raids.
I very strongly disagree. I personally have 3 $300-500 computers i bought from Walmart sitting in the next room that easily get 150fps with stock parts.
As for that system OP, it looks decent for the price. Might be able to find one with a better video card.

Graphics:NVIDIA GeForce 6150 SE << This is going to be a serious bottleneck in performance.
Upgrading the video card would help but you need to make sure it can support a decent upgrade.
