They (Blizzard) said somewhere that The Blasted Lands would be totally revamped and feature a Worgen area, so I'm guessing that is it.
With the Worgen starting in Gilneas and Stormwind having a "new Worgen district", I'm guessing Blasted Lands is going to be sort of the Worgen secondary leveling area.

It has the feel of Gilneas because it's a Worgen area, similar to how the currently playable races use their architecture in areas where their race has towns/settlements.
Like in the Wetlands. You've got Dwarven torch-lamps scattered all along the road not because it's the Dwarven homeland, but because they have moved into the region from the nearby zones and settled it.

I doubt it. That would require the Blasted Lands to become a low-level Alliance zone, which would be odd for the zone containing the Dark Portal. More then likely the Alliance will simply have a quest hub in the Tainted Scar that happens to be Worgen-themed.
If I had to guess at the Worgen's secondary quest area, it will probably be Westfall. I could see them slipping a small Worgen town into the zone a good distance away from Sentinel Hill. Maybe as a sign of their allegiance, the displaced Worgen will be helping the humans mop up the rest of the Defias.

Yeah, I looked back at the Blizzard quote and it didn't say anything about level ranges, just that they are opening up the coastline and a large new Worgen area in the Tainted Scar.
Although, the way zone level ranges are getting shifted around I wouldn't rule anything out.
