Slight Correction.
If you do not have the folder, you did not take a screen shot or you are looking in the wrong place. The game automatically creates the folder once a screenshot is taken, no need to manually make one
As for the directory:
Win 7, Vista
.. \ Users \ Public \ Games \ World of Warcraft \ Screenshots
Windows XP and below.
.. \ Program Files \ World of Warcraft \ Screenshots
I dont know the MAC locations.

If you let the game install to the directory of its choice, then it should be under the USERS directory. Unless you have an odd installation of windows.

It's actually kinda necessary for Vista to install programs into the User directory, unless you
disable
neuter
surgically remove User Account Control, which restricts programs from altering files in the "Programs" folder.

Default screenshot keybind on Mac is F13. And they're saved to Applications/World of Warcraft/Screnshots.
PCs don't have an F13 button because they're superstitious.
