I was going to write here some time ago, but I totally forgot.
The problem with your first questions is that there is no certain answer. We don't know how the talent tree will look like in the future until blizzard releases the final drafts.
Looking how block will change is that it will have a static reduction of lets say 3k dmg, and youll have a certain chance of successfully block it, like dodge chance and parry chance is working now.
Due to critical block that migation will double at some times, thus sometimes you'll completely take away damage from small and fast damage dealers, but how effective this will be also depends on itemization of gear and how block is going to be represented in cata.
The only thing i can see them doing to not completely remove prot from pvp is maybe putting mastery stat on some pvp gear and you talent into the vengeance mastery.
How much devastate and SS will hit for and if prot will still be viable in cata is beyond me, but we can hope for the best.
And about swifty, that was before they nerfed sbv in arena, so thats a outdated theme since you cant stack sbv to get those enormous SS anymore.
And i believe the answer to your question about SS dispel is that the mage's armor will absorb the damage first and then disappear, and as far as I know the only resistance warriors are affected by is armor.

False. It dispels a buff THEN calculates the damage; However, nobody guarantees it will dispel a mage's shield before, say, arcane intellect or some other buff, so then it will be absorbed.
Yeah you might be right, i never really looked up the mechanics on SS dispel
Again, misinformation. They do not make block a static number, they make it 30%. So regardless of how much damage you take (10 or 1000000) you will still block 30% (3 or 300000 respectively) IF you block, giving yet another hidden buff to rogues, unless they give us a way to block 90-100% at times (Mastery + Critical Block = a chance to block 90%? Sounds good, doesn't it?)
Eh yeah, I knew that but something went wrong in my head when I was trying to make a example (I blame it on that it was like 4 in the morning when i wrote it.) You are right, but I dont think the mastery itself will allow you to block up to 90%, just increase the chance of the 60% block happening. But as they stated, there might be a chance of a talent that increases the block % so we could be seeing more then 60% blocks.
Once again, I disagree with you. They will allow arms and Fury warriors to tank; Which leads me to a conclusion Prot DPS will be buffed to match (Because hey, we've all been through it. When Paladins did 4k DPS while tanking, nobody wanted a warrior who does 500 and a #$%^storm of threat instead.). While I am afraid they will mess something up again (God please erase my memories of the first "rage normalisation" in tbc -.-), I do not see a reason for prot dying out in PvP. Yet, at least.
They will allow fury and arms to tank with threat modifiers to the damage they do like tactical mastery works on MS and BT plus a boost on stam, they will not bring tank damage on par with dps, just on par with the other tank classes.

Well if you put it this way, Arms warrior CAN tank even now. Put on full defense gear, pop shield block and spam revenge all day long. The only problem is you'll die to the first serious boss, which is the precise reason people do not tank as arms. Not threat, the survivability.
Same with ret. Under Righteus Fury the threat is unmatchable. But a sinigle hard hit and the pally turns into a useless metal object (Not that it was different when he lived... But hey, he could fall on things and kill 'em with a faceroll).
Know what I'm sayin'?
Thats why they will put dps and tank healthpools pretty much the same, to give the plate dps a chance to have more survivability when tanking lesser content, but this wont mean that you can bring a arms warrior to a raid as tank even in cata. But just because they will make it easier to tank say a heroic when you are a couple of days into 85 when using a dps spec. This does not mean that they will buff tank dps with 400%.
They dont balance a tank tree to a dps tree, they balance it to other tank trees.
