Every time I see someone mention specs on balance at higher up gear they mention the removal of intensity and moonglow as you have no mana problems. but when I play my druid I always seem to end up low on mana a lot of times.
If you play a lot of 10man raids, be sure to check what raid-buffs you have, since getting anough buffs in 10man-raids can be quite challanging.
As others have said, Replenishment is a must, but buffs like
&
also help alot, as well as crit-increasing debuffs like
since alot of Int = more mana gained on each crit, and more crits = Mana gained more often (obviously).
Other things to look for:

Shamanhealers for
&
In 25mans all necessary buffs are more or less automaticly there because of the larger number of players/speccs present, but in 10mans a bad composition can be murder for your regen. I used to raid for a while with some friends, and they all played Warriors, Rogues, DKs, a BM-hunter and 2 priest healers...

56/0/13+2 is the core talent build for balance.
The last 2 should be invested into the following priorities.
- Typhoon if a knockback is needed/wanted
- Intensity if mana is an issue, as needed
- Gale Winds or Owlkin Frenzy for additional dps
The major glyphs are generally required as is Unburdoned Rebirth, the other 2 minor glyphs are personal preference but if you've specced into Typhoon it's for the knockback so DO NOT take Glyph of Typhoon, it's basically a useless glyph as it contradicts the entire purpose of spending that talent point.
In heroics where there's no replenishment and the pace is high I tend to tab > MF > tab > MF until I get an OoC proc to Hurricane which will usually proc another OoC.
I'd chalk most of your mana issues up to less than optimal Innervate timing, poor group/raid comp, and potentially trigger happy Hurricane on trash.
