1. Yep. Toss +15 agi to each.
2. Just add it into your stealth breaking macro, it'll pick pocket and then ambush. May need autoloot on.

how is that any different than opening with ambush and hemoing/evising them to death?
leveling just isnt fun, no matter what spec you choose, because with all of them you are simply smashing your face into the keyboard (repeat)
Personally I really enjoyed leveling with Sub.
-> ShadowStep -> Premeditation -> Ambush -> Eviscerate -> Gouge -> Backstab -> hemo -> hemo -> hemo -> Eviscerate
was a lot more fun for me and felt more rogue-like than:
-> Cheap Shot -> SS -> SS -> SS -> Eviscerate -> SS -> SS -> SS -> SS -> SS -> Eviscerate Note: ->CS is replaceable with SS->SS
Sure combat is faster to get the job done especially on multiple mobs but I found Sub to be a bit more engaging for me even if I spent time waiting for ShadowStep and Premeditation to cool down.
In the end it is how the player wants to play as long as it's not against the EULA.

What level does the +15 agi enchant work, can i use it from level 1 onwards? And how exactly does that pickpocket macro work?
To clarify beyond Bromm's post a little:
+15 agi is allowed on heirlooms so works at level 1 and does not diminish since it a static number.
The effect you feel from it will diminish, however, as it will take more agi for 1 point of crit and the stats on other items will increase so that 15 agi will feel like less the higher you level. Your heirlooms will continue to scale themselves so it's not bad.
Slight correction to the macro, just a slight typo:
#showtooltip with no spaces in it.
Remember to change the name of the ability on the tooltip line to reflect the ability you're using:
#showtooltip Cheap Shot
#showtooltip Garrotee
