There's an easy way to do this by grouping it with the item compare tool. I went ahead and did a mockup with the optimal enchants/gems
here.
Removing all the nonessential benefits like melee DPS & AP, this is what we've got.
Advantages for Nibelung:
32 Spell Power
2 Sockets
Advantages for Mace & Shield:
45 Int
28 Sta
8873 Armor
99 Crit (2.16%)
78 Haste (2.38%)
I say try to replace the 1H Mace with something better and you should be good to go compared to the Staff. As a Resto, I personally rock the Shield and
Midnight Sun and it's never steered me wrong.

The proc is good while it lasts, however the valk'yr that are summoned are quite vulnerable. They die very easily to AoE, and thus in some fights (festergut, sindragosa etc.) they die quickly and provide almost no DPS.

Also what Haxzor said, and if you had armory checked him you would see he is using lockjaw + shield for his resto set, so he wouldn't be asking about using
Suffering's End for healing anyway ;)
Why wouldn't he? I use the exact same setup for both my Resto and my Elemental spec (Bulkwark + Midnight Sun) simply because the itemization works. Hell, until I replaced it I had T9.5 x 2 Resto & T9.5 x 2 Ele for my healing spec simply because the itemization was better on the Ele set than the Resto 9.5 x 4.
Regardless of the Val'kyr ability, the lack of Haste and Crit on the staff drives me away from recommending it compared to the other option of 1H + Shield, regardless of it being for Resto or Elemental.

Wait, what? What I am saying is he is currently using
lockjaw + shield for his resto spec, so why would he ask about using
suffering's end + shield for resto, when lockjaw is superior for a resto shaman? I'm not arguing that the itemisation on suffering's end isn't appropriate for a resto shaman, it's fantastic, rather that he already has a better mace for resto so he wouldn't be inquiring about a lesser one for the same spec.

Nah, I get what you're saying, but I'll just add that from an Elemental perspective, even Lockjaw + Bulwark are better itemized for you than Nibelung. All you're getting in
Comparison is the following (again, removing unnecessary crap and adding best enchants IMO):

Overall, still better to go with the 1H + Shield than the staff.

In this case, it's a YMMV when choosing between them. I personally think Suffering's End barely edges the other out, but not by much.
