It's a trade-off. If you can keep threat, then use the fast tank weapons. The only "bonus" you'd get to threat using them is that you could potentially do more rune strikes, if you could queue up rune strike procs faster than 2.6 seconds.
Tank weapons give better stamina and tank stats, DPS weapons are for threat, and by more threat, I mean like a 40% increase in your TPS.
2h DK's use DPS weapons, so it's not much of a stretch, but the 2h weapons also have more stamina than 2 DPS weapons.
If you're off-tanking, you're probably not dodging and parrying, so no rune strikes, so I'd never use tank weapons in that case. OT's are all about maintaining #2 on the aggro table.

You're probably seeing all these dual-tank weapon frosties in heroics, where they are most likely trying to make up for the lack of defense on their gear with their weapons. Either that or they're idiots. So far I'm running into about 50/50 on my other toons doing the daily.
Or maybe some of us don't require slow dps weapons to hold agro. prior to the 3.3.3 IT buff, i've never had any issues with threat. Now i feel like i don't have to do anything. when i'm running heroics i'll put on some dps weapons with fallen crusader and razorice on them for the hell of it.
But i like the fact that I CAN wear tanking weapons as a TANK and have extra avoidance. if i need threat and high HP i switch to 2hand blood. if i want high avoidance and aoe threat then i use my frost build. they each have pros and cons and i use them the way i feel they should be used. unfortunately people who think that their way is the only way are arrogant
and if your wondering i did take offense to your statement. since i don't require defense from my weapons or nerubian carapace i must be an idiot according to your statement.

The converse to your statement is that, as a DW Frost tank who uses slow DPS weapons, I have no problems with avoidance, survivability, or AOE threat, and I'm offended by the implication that you need to use tank weapons to achieve those things. I'm able to sustain threat on both trash/heroic mobs and bosses, without needing to switch to Blood. My argument would be, if you're skilled enough, you can use DPS weapons and be a worthwhile tank in all scenarios without having to change specs.
Furthermore, that Nerubian Carapace exists at all suggests that Blizzard intended for DW tanks to use DPS weapons. NC grants defense rating. If DW tanks were intended to use tanking weapons, it follows logically that the defense granted by the enchant would instead be pure avoidance or damage mitigation, because they could easily make 540 defense off their weapons.
