Before anyone start pointing out inconsistent abilities:

Ice BlockI'm not sure what the insane DoT you're talking about is.
Fire specs get more DoT effects while Frost effects get more control effects with slows and freezes.
As to strategies, I prefer to trinket before using Cloak or Vanish.
If you can help it, don't stay frozen as that's where their big crits are going to occur and you'll see those near instant deaths from Frost Nova -> Ice Lance -> Ice Lance.
A lot of stuff they'll be using are instants (Frost Nova, Ice Lance, Cone of Cold, Ice Block) so don't bother with Mind Numbing poison. Keep them slowed if you can as it's harder for them to kite between blinks.
About all you can do is try to keep up with them and down them as fast as you can.
If they have Ice Blocked, you can back off with Vanish or restealth manually if you can.
That's burned their 5 minute defensive cooldown so gives you a little bit of an advantage if you can get them to pop it early and 'reset' combat with most of your cools available.
Soon you'll have access to reduced aoe damage via
Feint which can help a little from Cone of Cold but not from those directly targeted spell (so watch how each Frost Mage you fight tends to choose their abilities). This one will be very based on how they choose to fight you, though.
Looks like you're in BGs at the moment so the following thoughts for you:
-You're a rogue, take them when they're at a disadvantage (fighting someone else, resting, etc).
-Escape if you find you can't win. They'll keep an eye out for you for awhile.
-Sap. It *!@#es people off and might make them waste a cool down. Also sap a few times and wander off. They might waste time watching the area for you or jumping around AoEing.
