430W should be fine unless you have a lot of hard drives/devices or want to run SLI. People tend to severely over-estimate power requirements.
A GeForce 9600 should be fine. My old 8800GTX (which is only marginally better in terms of performance) runs wow fine.
If it's just an overheating issue, you may be better off simply getting a case with better airflow, or replacing the cooler on the 9600.
Edit: Didn't read that the 9600 burnt out. Any card of around the 9600 performance will be fine for WoW. My old 8800GTX runs only marginally worse than my current card, a Radeon 5870.

I would honestly recommend getting a 500W PSU anyway. They're not that expensive and it will save you
a lot
of hassle in the future, especially when upgrading cards. It also insures the one you have now won't burn out which will require you replace both the PSU and the video card anyway.
My graphics card isn't that great in comparison to the ones out now. I have 550W PSU, NVIDIA GeForce 9800GT with 4gb of RAM and a 2.6GHz quad-core processor. WoW runs fine on the highest graphics settings and all my other games run at around 40+ FPS as well.

The connectors are on the actual video cards and on the power supplies to supply power to the video cards.
