It splits the damage between 2 targets. Example:
Festergut is after inhaling the gas 2 times starts to deal massive damage on the main tank and then at 3 stacks the OT needs to grab the boss meaning all of that damage is directed to him and if nobody calls it out, it could kill the tank quickly.
Lets say it is just after patch 4.0 and a shaman healer puts spirit link on the tanks at the 2nd inhale. Now all damage done to MT is reduced and transferred to OT. It is still the same damage, but now it it takes twice as many hits to kill the Mt because he is not taking all of it.
With the damage split other class mechanics for healers can make it easier to maintain either tank up.
When the swap come the healers still see the same damage being applied to both tanks because the spirit link works both ways.
In WC3:FT the tauren spirit walker had a spell called spirit link that linked 4 targets. One spirit walker per 4 melee/ranged units and same healers made almost any incoming damage minimal and then managing the healers made the group unstoppable, until the healers ran out of mana.
In cata I see this as being a raid themed buff to make it easier when keeping two tanks up rather than getting heavy damage on just the MT/OT.
If it is a 25m raid, you could link the OT with the 2nd OT. If he is not taking damage or only very little you still reduce the damage on the OT.

Wasn't the big hoohaa about not putting it into LK was that it imbalanced PvP? You couldn't CC targets who were spirit linked. I don't see how this has changed.

What cata is doing is rounding out healing kits. Shammy healing weaknesses are lack of mobility and no active cd to mitigate dmg. Spiritwalker's Grace takes care of mobility and I predict that Spirit Link will fix the other.
Expect Spirit Link to a 2min cd, redirect x% dmg to the nearest y raid/party members. It would probably be very similar to the old incarnation since they are changing the way pvp is balanced. It'll be easy to add a pvp caveat of "does not break cc".
I'm excited to see this change as it will reduce spikes of damage even more and increase the effectiveness of our chain heal and the tree mastery. I hope it's stays as a proximity spell, targeting every person to be affected would make the skill unwieldy to say the least. The general tone of dps is for them to be more active and aware beyond simply not standing in fire. Think of comments on lightwell, lifegrip, healing hands, raid tranquility, return to 30 rebirth an of course, healing rain; all point to dps needing to pay more attention.
But with soul link, I look forward to more chain heal spam, lol.
