I read the post on mages carefully and it says:
"Grants a passive haste buff to party and raid members."
Passive as in an always on buff not an ability.
Thus, I think Time Warp will be like +5% Melee & Spell Speed.
As to the actual amount of passive haste is undetermined.
The point would be then to increase the importance of timing heroism correctly.
Pop Hero to soon and you loose a buff for the rest of the fight but not using it at all will be an extreme waste too.
Edit: This is just another random player's thoughts.

Interesting. Although, it does say this:
"The buff will be similar to Bloodlust/Heroism and will be exclusive with either one, sharing the Sated/Exhaustion debuff."
The wording might have been off a little but the intent is clear.

Aye, it's a chance to not make a shaman a required part of a raid.

Heh, hey, we have 2 raiding shamans in my guild, and we can't always have them in the raid due to real life things; but we have 5 raiding mages, so yeah, I want this time warp ability.

Oh give over, mages give int buffs, food/water and portals at the end, well shamans provide the bloodlust and unique totem buffs. Talk about stealing and melding the unique class abilities.. what next, priests can now create healthstones and have a combat res?

And the key word here is "SIMILAR"!
In my honest opinion it will most likely be either, 10%, 15% or 20%. and once hero/BL is used, time warp will dissapper.

On Time Warp vs. Bloodlust, we are really trying to give groups flexibility in who they bring to 10 player raids to an even greater extent than we did in Lich King. We heard over and over that shaman still felt like the one mandatory class in any raid. The more we hear “now there will be no reason to take me over X class / spec” the happier we will be. The reason should be that you’re a good player, not that your mere presence makes everyone else perform better. It’s fun to feel more powerful in a group – we get that, and we aren’t going to completely marginalize group synergy. But it needs to come secondary to the skill of the players involved.
Mages get bloodlust.
BTW shamans still offer 5% spellhaste. You'll still be wanted in 25 mans.
Yeah, there's not way a shaman will be turned down from a raid because "they already have a mage", which IS what all these shamans QQing about this are afraid of, don't let them tell you otherwise.

Most likely will be changed in the beta or when Cataclysm launches and they see it's too op or not op enough.

Seriously though, the whole homogenization is great for us casuals but will actually hurt any really hardcore players. Theory crafters are always going to come up with the mathematically superior choice. The reason to bring a class that is less than "superior" is because they fill some unique roll that only they can fill.
By spreading previously unique abilities around you actually encourage the opposite of what Blizzard wants, which is people being left out because of what class they play, at least in the more "leet" sectors of the game.
Although, I guess Blizz probably knows this. Their whole attitude in Wrath has been not to care so much about what the "leet" sector thinks and focus on making life easier on the rest of us.
Of course. Straight damage will always trump any other stat because of it's versatility. For example, as a Death Knight, I would be %^&*ed to drop a Shaman for a Mage in my raid.

I am a warlock so, a buff is a buff. It would be nice to get rid of our mandatory raid shaman who is always at the bottom of the list though.
Tell him to stop sucking instead.
