It is absolutely impossible to judge a gear setup from one fight. RNG will totally dominate your result, it just doesn't make any sense.

Yes, it is possible that two 264 items are a little bit better than two 251 items.
Try getting the 264 set pieces and test again.

No it's not. What's so difficult about it to understand? RNG will dominate your results. There is absolutely no way your healers can see a difference within one run or when comparing two runs. The fact that you asked them about it is silly in the first place.
Do the math. Calculate the higher average damage reduction and then judge from your experience how much of an advantage the possible timing of a cooldown is.
Never ever do one or two raids and claim "X is better than Y".

Secondly, yes, it is possible. He never asked whether it was possible for the healers to see the difference in one raid's time between the two sets, which I'm guessing is why you're so frustrated here. All he asked is if it's possible that breaking the 4-piece T10 bonus for a couple 264 pieces could actually be an upgrade. And yes, that's entirely possible.
Never ever do one or two raids and claim "X is better than Y". He didn't. Generally "claiming" something requires making a statement. He asked a question. Curiosity is a part of human nature.

So, yeah. To the OP; yes it is possible. But the point others have made about RNG is absolutely correct. You're not going to figure it out over a couple of raids. I would think that the constant ups to avoidance on the 264 pieces would be more worth it, but I'm not going to lie and say I'm an expert.
Just keep experimenting with it.
